Syrian General Amnesty Law 2024:
First, the amnesty decree did not cover felonies at all.
Second: Include all violations.
Third: As for misdemeanors, it did not include all misdemeanors, but some misdemeanors were taken out as an exception.
Excluded misdemeanors (in which the perpetrator does not benefit from the amnesty decree):
1. Article 271: Espionage.
2. Article 273: Disclosure of State Secrets.
3. Article 275: Unlawful links with the enemy.
4. Article 341: Bribery.
5. Article 347: Transfer of influence.

6. Article 349: Embezzlement and Investment of Employment.
7. Article 361: Abuse of authority and breach of job duties.
8. Article 386: Taking or destroying documents deposited in court offices.
9. Article 387: Burning or destroying records and originals of public authority instruments.
10. Article 398: Perjury.

11. Article 402: False reports and translation.
12. Article 405: False oath.
13. Article 428: Imitation of state seals or a mark belonging to a Syrian or foreign public administration or the use of counterfeiters.
14. Articles 450 to 460: Criminal and misdemeanor forgery.
15. Articles 473 to 478: Misdemeanours involving family morals, including adultery, incest, kidnapping a child under seven or replacing one child with another.

16. Article 500: Abduction for the purpose of marriage.
17. Article 504: Dissolution of virginity as a result of seduction and the promise of marriage.
18. Articles 517 to 518: Exposure to public morals and morals.
19. Article 520: Intercourse is contrary to nature.
20. Article 576: Fire or attempt to cause material damage to others or drag an illegal sheep.

21- المادة ٥٧٩: حرق أشياء تخص الغير نتيجة إهمال أو قلة احتراز أو عدم مراعاة الشرائع والأنظمة.
